About This Role:
 Tria Federal (Tria) is seeking a talented Project Manager. The Project Manager is responsible for providing direct support, management, and oversight of a specific work area, functional area, project, or sub-product(s) within a software development Product Line. Their primary responsibility is to develop a comprehensive understanding of their product/project’s scope, schedule, cost, risks, and stakeholders in order to serve as its chief subject expert matter, lead execution, and provide expert advice to their respective customer and clients. 
Responsibilities:
  • Assist with overseeing single and multi-year budget plan preparation.
  • Collaborate with third-party software development vendors, stakeholders, and business customers to manage the development and sustainment of IT products and services under a software development Product Line. 
  • Lead efforts to organize the Product Line according to SAFe principals and coach stakeholders on SAFe adoption. 
  • Analyze IT and business operating environment, processes, activities, and customer needs to identify risks and deficiencies, define requirements, and offer solutions for improving processes and overall performance. 
  • Develop and implement a stakeholder management, organization, and communication plan. 
  • Recommend proactive solutions and analysis of alternatives to VA Product Managers. 
  • Collaborate with project stakeholders to identify and mitigate risks, issues, dependencies, and constraints. 
  • Represent the VA Product Manager in meetings that he cannot attend and speak to issues on his behalf. 
  • Coordinate and track action items assigned to the Product Manager and drive them to closure on his behalf. 
  • Develop executive-level responses to external data calls and information requests.  
  • Conduct research on problem areas and special topics. 
  • Coordinate with and delegate tasks to the PMO Support Team. 
  • Perform basic tasks including response to data calls, development of executive communication, schedule management, and risk management. 
  • Translate technical information from disparate sources into executive-level communications.  
  • Develop and maintain Standard Operating Procedures (SOP). 
  • Develop and maintain project schedules using MS Project. 
  • Management project requirements, elaborations and Release Readiness. 
  • Maintain knowledge of VA rules and regulations.  
  • Facilitate executive-level virtual meetings; prepare meeting agenda, capture meeting minutes, and track outcomes and action items. 
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices. 
  • Plan, monitor, and control relevant tasks outlined in the contract and statement of work. 
  • Function as part of an integrated team sharing products, best practices, and information across the portfolio. 
 
The “Need-to-Have” Skills & Qualifications:
  • Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity
  • Familiarity with the Federal budget regulations and annual development cycle
  • Federal employment or consulting experience
  • Experience in Project Management skills.
  • Experience in a PMO environment.
  • Experience implementing PMBOK concepts.
  • Experience with SAFe and Agile methodology. 
  • Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity.
  • Understanding of the Authority to Operate (ATO) process.
  • Hands on experience with Jira and GitHub or other applicable agile tools.
  • Experience working in a consulting environment and understanding of client/customer relations.
  • Deep knowledge of government contracting and funding.
  • Senior consulting and customer management skills.
  • Excellent analytical and evaluative skills in tasks.
  • Excellent written and oral communication skills.

Professional Certifications:SAFe Certification or PMP 
Education:Bachelor’s Degree in Engineering, Computer Science, Systems, Business, or related scientific/technical discipline.
Clearance:Ability to obtain & maintain a Public Trust Clearance 
Years of Professional Experience: 
10 years WITH bachelor’s degree
18 years WITHOUT bachelor’s degree

The “Nice-to-Have” Skills & Qualifications:
  • Familiarity with cloud computing concepts and the Amazon Web Services (AWS) cloud offering.
  • Experience working as a contractor or an employee for the Department of Veterans Affairs (VA).
  • Hands-on technical Jira/GitHub Administration.
  • Ability to manage Accreditation Packages such as ISO/IEC 15026-2.
  • Knowledge of end-to-end systems, particularly with excellent industry knowledge and expertise (infrastructure systems).
  • Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.
  • High attention to detail.
  • Strong problem-solving and analytical skills.
  • Experience with release management, configuration management, quality control, and/or performance testing support.
  • Experience managing/facilitating reviews of Kanban boards.
  • Experience working in Jira and DevSecOps tools.
  • Experience with security controls and ATO support.
  • Experience with Microsoft Office Suite, Teams and SharePoint
  • Government Acquisition Knowledge:  Novice (This is primarily a data analysis role)
  • Data analysis experience
  • Experience working in a consulting environment and understanding of client/customer relations
  • Knowledge of end-to-end systems, particularly with excellent industry knowledge and expertise (infrastructure systems).
  • Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.
  • High attention to detail.
  • Strong problem-solving and analytical skills.
